八大參選政綱:

1. 正視全球暖化及氣候反常
全球暖化及氣候反常與港人息息相關。政府應規管發電廠的二氧化碳排放量、加快發展可再生能源,並在經濟發展之餘大力推廣節能措施。

2. 引領更佳城市規劃
政府對發展商監管不足,屏風效應正威脅著市民。政府應規管座與座之間的距離,減低樓宇密度;推行天台綠化,降低夏季市區溫度。

3. 立法規管光污染
商店招牌及外牆廣告使用大量射燈。此舉不但浪費電力,而且令居民以至店外的顧客不適。政府應立法規管商店招牌及外牆廣告的射燈光度及使用的時間。

4. 發展多元化經濟及發掘環保的商機
政府應發展多元化經濟,例如極富發展潛力的本地生態旅遊業、環保回收業及有機農產品市場,以避免因過度依賴金融業等知識型行業,而導致低下階層廣泛失業。

5. 尊重及愛護動物
政府應設立一個獨立部門調查虐待動物的個案,並增撥資源,加強執法。對於虐待動物的罪犯,應判處較具阻嚇性的刑罰。

6. 制定長遠空氣質素政策
廣東省與香港政府簽訂了有關管制空氣質素的協議,承諾在2010年前致力把主要污染物的排放量降至低於1997年水平。根據香港的現況,部份污染物的減幅仍離目標甚遠。兩地政府應開始討論2010年後的空氣質素目標及達標時限,並制定具體方案。

7. 推動商界注重環保
政府應立法規定每間上市公司僱用最少一名環保董事,專責監察、控制及審計其公司在環保上的表現。

8. 加強學校環保教育
政府應增撥資源為每校增設一名常額的環境教育教師,在校內更有系統地進行環保及自然教育。

譚凱邦在各個政策範疇有以下建議:

一、教育

  • 支持盡快在中小學實行小班教學
  • 基於現時副學士升學函接問題,建議暫停增加副學士學額
  • 有系統地於中小學推行環保教育,建議包括於每校增設一個常額環境教育教師
  • 現時中小學課程過份著重知性教育,應加強品德教育
  • 增撥資源應付三三四新學制新增的大學生,確保教學質素

二、環境

  • 廣東省與香港政府簽訂了有關管制空氣質素的協議,承諾在2010年前致力把主要污染物的排放量降至低於1997年水平。根據香港的現況,部份污染物的減幅仍離目標甚遠,兩地應盡力減排以達標
  • 制定長遠空氣質素政策,兩地政府應開始討論2010年後的空氣質素目標及達標時限,並制定具體方案
  • 立法規管電廠的二氧化碳排放量,加快發展可再生能源,以盡能力舒緩全球暖化及氣候反常
  • 商店招牌及外牆廣告使用大量射燈,應立法規管光污染
  • 關注基因改造食物的監管及市民的知情權

三、經濟

  • 發展多元化經濟,避免因過度依賴金融業等知識型行業,而導致低下階層失業
  • 加快落實生產者責任制,同時提供空間促進回收業的發展
  • 立法規定每間公司上市前,需要做環境污染評估;上市後,須僱用最少一名環保董事
  • 撥款予各行業的商會,研究更環保的營商方法
  • 發展及對外推廣本地生態旅遊
  • 發展本地有機種植及農產品市場
  • 推廣公平貿易(fair trade)

四、政制發展

  • 支持2012年普選行政長官
  • 應逐步取消功能組別議席,並於2016年普選立法會
  • 停止擴大問責制,並加強現時問責官員(包括局長、副局長及政治助理)甄選及釐定薪酬的透明度

五、城市規劃

  • 減低在市區中心地帶興建樓宇的數量及密度,並資助大廈綠化天台
  • 審視屏風樓重災區的樓宇發展
  • 修改建築物條例,規管樓宇每座之間的距離
  • 保障市民享有「日照權」
  • 重建時,應保留區內的社區網絡及文物古跡
  • 檢討私人管理公共空間的政策,讓市民真正享用

六、房屋

  • 反對大量私樓過份豪宅化
  • 重新推出居屋計劃,讓普羅大眾有多一個置業的選擇
  • 檢討預售樓花制度,並提高售樓的透明度,包括價單資料、單位價格及實用面積
  • 檢討私人管理公共空間的政策,讓市民真正享用

七、運輸

  • 研究實施電子道路收費的可行性
  • 在新市鎮推廣以單車作為交通工具,並提供足夠的路面配套設施
  • 反對香港機場加建第三條跑道
  • 巴士路線宜作重組,使巴士更有效使用路面
  • 反對興建港珠澳大橋,不但成本昂貴,更因行車里數大增而加劇空氣污染
  • 因石油資源有限,油價越來越昂貴,政府應大力投放資源,資助研發及引進以環保燃料推動的汽車

八、勞工及福利

  • 爭取男士有薪侍產假
  • 將勞工假期與法定有薪假期看齊
  • 減少超時工作,推廣生活工作平衡(work-life balance)

九、愛護動物

  • 警方應設立一個獨立部門調查虐待動物的個案,並增撥資源,加強執法
  • 對於虐待動物的罪犯,應判處具阻嚇性較高的刑罰
  • 加強宣傳,提醒市民飼養寵物前要三思,照顧動物至終老

The Election Platform of Roy Tam

1. Tackle problems of global warming and adverse climate change
Global warming and adverse climate change are closely related to the lifestyle of citizens. Convince the government to regulate by law the emission of carbon dioxide from power plants, expedite the progress of development of renewable energy resources and in the course of developing economy, promote energy saving with concerted effort.

2. Promote better town planning
Due to the government’s lack of proper control over property developers, walled building effect is threatening the good health and wellbeing of the public. Convince the government to regulate the distance between adjacent building blocks and the density of building blocks and encourage the creation of green roofs on buildings to lower the urban temperature during the hot summer.

3. Regulate light pollution
There is massive abuse of spotlights in retails shops and on outdoor advertisements at buildings. This not only wastes electricity, but also affects local residents and pedestrians. Convince the government to regulate the intensity and hours of use of the lighting in retails shops and on outdoor advertisements.

4. Develop a diverse economy and look for green business opportunities
In order to reduce unemployment among the grass roots while overrelying on knowledge-based finance industry, convince the government to develop a more broad based economy through measures such as the promotion of ecology tourism, the recycling business, organic farming and the agricultural products market.

5. Care for animals
Encourage the government to establish an independent department to investigate cases of cruelty to animals, increase the allocation of resources to enforce relevant laws and impose heavier penalties on offenders of cruelty to animals.

6. Formulate long-term policy for better air quality
The governments of Hong Kong and Guangdong Province signed a mutual recognition agreement for regulating air quality and promised to reduce the releasing amount of main pollutants below the level of 1997 by 2010. However it is obvious that under current policy these targets will not be met. Encourage both governments to have serious discussion and to implement concrete policies that will achieve better air quality targets beyond 2010.

7. Promote more awareness of environmental protection in business sectors
Encourage the government to enforce by law the provision of the post of at least one Director of Environment at each listed company for the purpose of controlling, monitoring, and auditing the company’s performance on environmental protection.

8. Strengthen school education on environmental protection
Convince the government to allocate resources for the establishment of a permanent teaching post in environmental studies at each school so that education on environmental protection and natural science can be implemented more systematically.

Roy Tam Hoi Pong has the following recommendations in respect of different policy areas:

1.Education

  • Support the implementation of small class teaching (SCT) at primary and secondary schools expeditiously.
  • Temporarily stop the increase to places for associate degree programmes while problem of articulation exist.
  • Promote systematically the education on environmental protection in primary and secondary schools, including the establishment of a permanent teaching post in environmental protection enhancement for each school.
  • Maintain the quality of tertiary education by allocating resources for increased number of university students from the 3-3-4 new academic structure for senior secondary and higher education.

2.Environment

  • The governments of Hong Kong and Guangdong Province signed a mutual agreement for regulating air quality and promised to reduce the amount of main pollutants below the level of 1997 by 2010. However, considering the current situation of Hong Kong, the reduction of some pollutants is still far from target. Both parties should work hard to meet the target.
  • Both governments should start to discuss the target with time frame and concrete policies in regulating air quality after 2010.
  • Regulate by law the amount of carbon dioxide emission from power plants and expedite the progress of development of renewable energy resources in order to relieve the problem of global warming and adverse climate change.
  • Regulate by law the problem of light pollution caused by abuse use of spotlights for advertisement boards at retails shops or outside building structures.
  • Introduce proper control of genetically modified foods and respect the public’s right to know.

3. Economy

  • Avoid over reliance on knowledge-based industries such as the financial industry and reduce unemployment of grassroots class by developing a more broad based economic model.
  • Allocate funds to business chambers of different industries to fund studies on doing businesses in a more environmentally friendly way.
  • Develop and promote local ecology tourism.
  • Develop local organic farms and agricultural products market.
  • Promote fair trade.

4.Constitutional Development

  • Support universal suffrage for election of the Chief Executive in 2012.
  • Abolish gradually the seats for functional constituencies in Legislative Council and introduce universal sufferage for LegCo by 2016.
  • Stop further expansion of the Accountability System and increase transparency in selection of candidates and determination of remuneration levels (including Secretaries, Deputy Secretaries and Political Assistants).

5.Town Planning

  • Reduce the density and number of building blocks in urban areas and subsidize the greening of rooftops.
  • Review building development projects in areas with serious walled building problems.
  • Revise the Building Ordinance to regulate the distance between adjacent building blocks.
  • Ensure citizens have the right to enjoy sunlight at day time as recommended by World Health Organization.
  • Preserve community network and cultural heritage during urban renewal.

6.Housing

  • Oppose the overdevelopment of private estates catering for the very rich.
  • Re-introduce the Home Ownership Scheme so that the general public can have one more option in purchasing flats.
  • Review the system for pre-sale consents for residential units and increase the transparency in the sales of flats, including price lists, price of each residential unit and usable floor areas.

7.Transportation

  • Conduct feasibility studies on electronic road pricing scheme.
  • Promote the use of bicycles at new towns and provide sufficient cycle paths.
  • Object to the construction of a third runway at the airport.
  • Re-organize bus routes for more effective use of roads.
  • Object to construction of HK-Zhuhai-Macao Bridge not only because of its high cost, but also the impact on air pollution due to large increase in vehicle mileage.

8.Labour Welfare

  • Fight for paid paternity leave for male employees.
  • Equal public holiday entitlements for office and blue collar workers,.
  • Reduce overtime work and promote work-life balance.

9. Animals Care

  • Have police allocate dedicated resources to investigate cases of cruelty to animals and strengthen enforcement of laws.
  • Award heavier penalties to offenders in cruelty to animals cases.
  • Educate the public to think seriously before acquiring pets and to understand that keeping a pet is a life long commitment.
